About 1 million residents in Dallas County are uninsured or on Medicaid. Quality of life suffers and precious lives are lost without early intervention for illness and preventive care services. The demand for care continues to increase and our patients have unique barriers to care including language, child care issues, low levels of literacy and lack of transportation, which can result in devastating outcomes for patients and families.
Now more than ever, there is a need to keep residents healthy and out of the hospital, leveraging research and technology to improve education and early intervention. And when patients need to go to the hospital, we must make healthcare decisions that will result in the best outcomes and quality for our patients and do it in a way that is cost effective for Parkland and our community.
On the national level, the Institute for Health Improvement has summarized the challenges of our current healthcare environment in the "Triple Aim" - calling for new approaches that will simultaneously:

Parkland has established Parkland Health Innovations (PHI) to address the elements of the Triple Aim and the institution's strategic priorities. PHl's goals are to:
PHI is made up of the Center for High Impact Clinical Outcome Studies (CHICOS), the Center for Research and Data Analytics (CRDA), and Center for Community Impact (CCI). Together, these areas aim to democratize healthcare for the communities we serve.
Center for High Impact Clinical Outcome Studies (CHICOS)
Imagine a team of physician thought leaders coming together to identify opportunities for improving clinical outcomes and increasing value through the development and implementation of innovative approaches to patient care. This is the purpose of CHICOS.Representing multiple specialties, the physicians that make up CHICOS were identified by executive leadership and their peers as individuals that could lead Parkland's journey of discovery and innovation in caring for our patient population. These innovations in quality and efficiency of patient care will allow Parkland to improve access to vital services for our community.
Center for Research & Data Analytics (CRDA)
A robust research and data analytics program is a vital component of PHI. The ability to conduct high quality, impactful research is critical for providing the evidence needed to fuel discovery.
A Center for Research and Analytics will consolidate and formalize the infrastructure required to catalyze the Parkland Health Innovations priorities and will serve as a resource for the entire health system. The center will require resources to support the following activities:
Center for Community Impact (CCI)
Achieving broad, effective health and safety improvements requires moving beyond educational models and advancing efforts on multiple levels. Therefore, a critical element of PHI is the Center for Community Impact. Current functions and departments within Parkland will be merged to implement evidence-based , comprehensive, multi-layered systematic approaches, which change environmental and policy conditions to make health and safety actions easier for the population. This will be achieved through:
Funding is necessary to support the three centers outlined above. CHICOS anticipates that approximately $1 million will be required each year to support the needed personnel, capital equipment and other program development costs for the first three years before it is able to realize self-sufficiency through governmental and private grants for ongoing efforts. The estimated cost for enhancing the existing research functions and establishing the data and analytics infrastructure for the CRDA is estimated at $2 million for the first year, $1.5 million in year two and $1.5 million in year three. The CCI will require an estimated $500,000 including personnel, capital equipment, start-up costs and funding for a patient transportation initiative.
